What is CJIS?

Established in 1992, the CJIS Division of the FBI is a high-tech intelligence hub housed in the hills of West Virginia linking nearly 18,000 law enforcement agencies across the country to a massive database of crime reports, fingerprints, and other agency data.

CJIS compliance isn’t just a concern—and a challenge—for law enforcement agencies, however. Federal, state, and local government agencies, including entities within the court system and prosecuting attorneys offices in particular, also have access to CJIS data, which means that, by law, they must maintain CJIS compliance. In doing so, they gain access to the information they need to perform their duties while preserving individual civil liberties. Failure to comply with CJIS can result in denial of access to any FBI database or system, fines, and even criminal charges.

CJIS Compliance & Data

Many court documents are filed electronically and can be accessed by the public and the media. However, there are also sealed documents and closed hearings requiring that the documents be protected. This may include summonses or warrants, pretrial bail and presentence reports, juvenile record, juror information, and other filings that could reveal the defense strategies of court-appointed lawyers.

This type of data is highly sensitive, so organizations running within a CJIS-compliant cloud need cloud computing security policies in place governing those that have access to data—from the cloud provider to internal clerical and IT support staff. That’s not all; data-at-rest and data-in-motion also need to be compliant. Meaning all organizations must use at least 128-bit encryption to protect digital intelligence while in storage or transit so hackers and others who could benefit from the information cannot employ deciphering techniques.
